The WRMP is co-managed by SFEI and the San Francisco Estuary Partnership. A Steering Committee guides decision-making for the WRMP and is advised on technical scientific matters by the Technical Advisory Committee. Workgroups provide expertise and guidance on specific scientific topics. In all areas of the WRMP governance structure, Program representatives strive for interdisciplinary engagement that welcomes a variety of perspectives and uses consensus-based decision making approaches.
